Joseph Casper is the principal of Casper Public Affairs, LLC. A versatile veteran of high impact public affairs efforts in the corporate, federal government and not-for-profit sectors.

Highlights

For a dozen years, Joseph oversaw efforts to safeguard the traditional clay brick industry from overly-zealous federal regulation. Joseph spearheaded the effort to block the Biden EPA's multi-year attempt to mandate burdensome reporting of GHG emissions, thus saving the industry an estimated $900,000 in initial annual costs. Also, Joseph managed the association's active support of litigation to block the Biden Labor Department's controversial vaccine mandate; the case was taken up by the Supreme Court, and supported in a historic 6-3 decision. Additionally, Joseph launched a federal political action committee that raised more than $250,000 to support campaigns of a bi-partisan collection of brick-friendly legislators. Joseph led an effort toward cooperative compliance with the Labor Dep't by member companies, provided detailed policy statements to federal agencies, and personally delivered testimony to the House Education and Workforce committee.

For a decade, Joseph worked to boost member company compliance with federal rules in conjunction with the government affairs staff of the stone, sand and gravel sector. Comments he drafted opposed the controversial changes proposed in the Obama Labor Department's workplace exam rule, and resulted in approximately $12 million in member company savings; similarly, comments submitted opposing significant changes in the proposed civil penalties rule resulted in savings of approximately $10 million.

Earlier, Joseph managed publicity efforts for BMW of North America (e.g., prep for all interviews for senior execs) and the Point-Of-Purchase Advertising Institute. Joseph’s efforts netted key story placements in The Wall Street Journal, New York Times, CNN Business, CNBC, Advertising Age, etc.

Joseph began his career on the Reagan-Bush 1984 campaign, and went on to work in domestic policy and speech writing on routine and major events for Vice President Bush's staff at the White House. Joseph also worked in legislative affairs for Commerce Secretary Robert Mosbacher. There, he worked with the staff of House Energy and Commerce committee chair, John Dingell, to the first authorization in a decade for the U.S. Travel and Tourism Administration.

Background

Joseph earned his Master's in Business Management from Johns Hopkins University. Earlier, he received his Bachelor's in Philosophy from Georgetown University. A married father of two, Joseph resides in Alexandria, VA.

An active alumnus of Georgetown University and Marquette University High School, Joseph has contributed to such service organizations as Georgetown's Lombardi Cancer Center, Ara Parseghian Medical Research Foundation, Washington Jesuit Academy, Father McKenna Center, and the National Adoption Federation. Joseph is a member of the Capitol Hill Club and the Old Dominion Boat Club.
