Joseph Casper is the principal of Casper Public Affairs, LLC. A versatile veteran of impactful public affairs efforts, Joseph has experience in corporate, federal government and not-for-profit sectors.

Highlights

For a dozen years, Joseph oversaw efforts to safeguard the traditional clay brick industry from overly-zealous federal regulation. He led an effort toward cooperative compliance enforcement with the Labor Department, personally delivered testimony to a key committee of the House of Representatives, and provided detailed policy statements to federal agencies. Joseph spearheaded the effort to block the Biden Administration's attempt to mandate burdensome reporting of GHG emissions, thus saving the industry an estimated $900,000 in initial annual costs. Joseph managed the association's active support of litigation to block the Biden Administration's controversial vaccine mandate; the litigation was taken up by the Supreme Court, and was supported in a historic 6-3 decision. Additionally, Joseph launched a federal political action committee that raised more than $250,000 to support campaigns of brick-friendly legislators of both parties.

For a decade, Joseph worked to boost compliance with the government affairs staff of the stone, sand and gravel sector. Comments submitted in opposition to the controversial changes proposed in the workplace exam rule resulted in the savings of approximately $12 million; similarly, comments submitted opposing significant changes in the proposed civil penalties rule resulted in savings of approximately $10 million.

Earlier, Joseph managed publicity efforts for the Point-Of-Purchase Advertising Institute, as well as BMW of North America. His efforts netted key story placements in The Wall Street Journal, New York Times, CNN Business, CNBC, Advertising Age, etc.

Joseph began his work in Washington DC on the Reagan 1984 campaign, and went on to work in domestic policy and speech writing on VP Bush's staff at the White House as well as in legislative affairs for Secretary Robert Mosbacher's staff at the Department of Commerce.

Joseph earned his Master's in Business Management from Johns Hopkins University. Earlier, he received his Bachelor's in Philosophy from Georgetown University. A married father of two, Joseph resides in Alexandria, VA.

An active alumnus of Georgetown University and Marquette University High School, Joseph has contributed to such key educational and service organizations as Georgetown's Lombardi Cancer Center, Ara Parseghian Medical Research Foundation, Washington Jesuit Academy, Father McKenna Center, Cristo Rey School (Milwaukee) and the National Adoption Federation. Joseph is a member of the Capitol Hill Club and the Old Dominion Boat Club.
